Virtually any workload is capable of migrating to the cloud, but not all loads should. Large, monolithic applications that run continuously, with relatively consistent and predictable loads, are often more cost-effective to run in on-premise data centers. In addition, highly regulated enterprises tend to keep applications and sensitive data in their private data centers due to governance and data security concerns. Organizations can move applications to cloud platforms as-is, but this is usually not an excellent option. Organizations migrate through the cloud to reassess their IT architecture and determine greater efficiencies. Applications can be split into microservices to take advantage of the IaaS service-based approach. Or moving to PaaS or SaaS can alleviate undifferentiated heavy lifting.
